Duty to Publish

RTI Applications
Sample Application sent to head of 9 Districts to Demand Status of Implementation of Section 4 at the District level. Since implementation of RTI at the district-levels leaves a lot to be desired, CCS has sent RTI applications to the Divisional Commissioner/District Collector/District Magistrate/Deputy Commissioner of 3 districts each in Punjab, Rajasthan and Uttar Pradesh. CCS’ s initial target districts include Amritsar, Jalandhar and Ludhiana in Punjab; Jaipur, Jodhpur and Udaipur in Rajasthan and Ghaziabad, Lucknow and Saharanpur in Uttar Pradesh.

Duty to Publish Index

What is Duty to Publish?
All government bodies in India are bound by the Right to Information Act, 2005 to release a large cache of information to the public, in order to reduce the need for explicit requisitions. This law came into force exactly a year ago on October 12th 2005. In this last year public authorities under these governments have released varying amounts of information that they were required to.

The Centre for Civil Society (CCS) has constructed a Duty to Publish Index, based on the provisions of section 4, which assesses the compliance of any government department.
